comeren Construction starts NEW HOUSING construc- tion is at a high level during September in urban areas of B.C., according to the Canada Mortgage and Housing Corporation. This is the sixth con- secutive month that starts are over the 2,500 unit level. Actual starts are 2,576 units for September, up 54 per cent over September 1986 but less than August’s very high level of 3,222 units. This month’s decline over August is centred main- ly in multiples. So far this year starts are up 43 per cent in B.C., which is equal to Ontario’s gain over the same period last year. Urban Canada’s increase is 33 per cent on the same basis. Within B.C. the Okanagan and Vancouver Island regions are up 88 per cent and 61 per cent respec- tively over the January to September period last year. The northern half of B.C. is up by 89 per cent, however, the numbers involved are low. In the Lower Mainland area the increase is 35 per cent. Last year 80 per cent of all urban B.C. starts were in this area and this year it is 75 per cent. One of the few areas in B.C. not showing any gain is the Kootenays. Urban B.C.’s Seasonally Adjusted Annual Rate (SAAR) of starts is down in September to 29,000 units from 39,000 units in August. Canada’s SAAR declined as well to 225,000 units from 282,000 units. The recent upturn in the underlying starts trend is very strong. Since February 1987, it has increased to 63 per cent. Such an increase over a Short time period is unusual but not without precedent. There has been 4 other occa- sions in the past 30 years when similar strong and short upturns occurred. This one is unique since it came about without the aid of government programs or tax incentives.
