North Vancouver City council has “it’s head in the sand”, according to one city alderman for not keeping aware of ‘the City’s’ legal . expenses. Alderman Stella Jo Dean made this charge at Monday night’s council meeting when she told council that the city administrator stopped circulating copies of the legal expenses to council members last summer, despite a council resolution of February 1976 specifying that council members would receive the information. City staff forgot.to pass along copies of the legal expenses to aldermen last summer and when xn0 requests followed for the information, City Ad- ministrator, Ed Raymond told council he decided to stop sending aldermen the expense statements. Alderman Bil! Sorensen accused the city ad- ministrator of being “im- proper to up and do it", (to stop. sending the copies), without first asking the permission of the council. Sorensen added that the administrator, “was over- stepping the bounds of City staff relationship,” with council in conjrayening, a council resolution without the permission of council But Raymond argued that the original 1976 motion to gain access to the in- formation indicated a “show of strength”, by the City council at that time and he. did not think the present?” council felt the need to make the same show of strength. Raymond also responded to Dean’s charge that he not provide her with the in- formation when she requested it, saying that “Alderman Dean did not ask me” for the statements. Dean made a _ motion, “that council members be provided with copies of statement of legal accounts received from the City's solicitors, retroactive to June 1979, such amounts to provide dollar figures”. The issue should not be a matter brought in a council meeting. Alderman Gary Payne told council and he added that copies of legal expense statements are not needed by aldermen, who could obtain the information “by a simple phone call” uf they wanted it. Payne added that he can heat his house for one day by burning the papers he throws outin his twice-yearly clean- up of has files.
