Striking a chord Dear Editor: 1 was amused by David Schreck’s (1 assume the North Van MLA) Setter (Apri) 9 News) that he was “sorry to see mostly only the worst of the News brought onto the Internet,” that “it is too long on Doug Collins.” ; I can only ask Mr, Schreck: If Mr. Collins is “the worst of _ the NSN,” why, then, has Collins been regularly pub- Nshed with the News for over a decade? . Surely, the ever outspoken and politically incorrect Doug must interest and strike a cer- tain chord on a few key issues with a great many North Shore readers. One such issue that imme- diately comes to mind is that of the ongoing controversial -immigration/multiculturalism debate, which is Dr. Collins’ favorite topic to opine on, be it even always of a negative, crit- ‘ ical and oppositionist stance. To put it simply, there must be enough support for Doug Collins to continue his all-too- ‘familiar theme, that quite {| apparently David. Schreck no 3. longer wants to hear. ‘Scott Sutton North Vancouver : i 2S | Osean aah eee Bad apples kept to minimum by careful selection Dear Editor: Re: Shawna Hall’s “To Serve And Protect?” column of March 24. As a former serving member of three police agencies around the world, { can attest to the fact that there are bad cops out there. Just as there are bad clergymen, bad civil servants, (cachers, bad teenagers. Fortunately, the police selection process reduces the number of bad | apples to the bare minimum — and, Jet me tell you, their colleagues take care of those who do get through. I have served alongside a few bad police officers over the years. They are despised by their fellow officers, and they don't last long, A former partner of mine got four years in jail for forgery — and he deserved it. Shawna Hall jumped on the OS. Simpson bandwagon and painted all our focal police officers with the same brush, Based on pure hearsay, she con- demned the local police service with- out just cause: “some people believe that the police are actually breaking the law...” Some people? Pretty vague, I would say. Surely she must know that indi- ‘viduals cannot be lodged in cells “TUNE-UP SPECIALISTS B.C.AA.- AR.A, - APPROVED rome: Gov. North Vancouver V7I 2A2 Telephone: 666-0585 Fax: 666-0502 BILL C-62 This week's report describes a rather complex but very important Bil which, if adopted, would significantly change the way the Federal Government operates. There has been very little media atten- tion paid to Bill C-62, but a number of peo- ple have been concemed enough to call or write to ask whether it would allow “big companies’, such as drug companies, to get around existing laws which protect the _environment or prevent the sale of untest: ed drugs. | do not personally see this as a major risk because any such abuse of the process would quickly become public and .. would nave negative consequences for the company invoived. However, there; are other problems with Bill C-62 which are significant enough that a number of promi- nent Liberal MPs: are prepared to vote . against it. In Ottawa | sit as one of the members of The Standing Joint Committee for the Scrutiny of Regulations which has reviewed the Bill: This all party committee has produced a 160 page report urging § the Governmont to withdraw Bill C-62 because, among’ other things, we feel it may be unconstitutional. 1 ‘ THE INTENT OF C-62 Bill C-62 is ‘intended firstly to relleve the public, especially businesses, from unnecessarily burdensome or costly regu. lations, and secondly to achieve greater efficiancy in the public administration of Acts and regulations without compromis- ing safety, health and environmenial objectives’. For example, state of the art x- ray equipment does not comply with exist- ing regulations. Bill C-62 would permit a company 1o be granted an exemption yj based on the filing of a “compliance plan” which states that the equipment complies with the intent. of the regulations. This would save having to wait months or years . for updating of the regulations themselves, These are certainly reasonable objec- f iives and other parliamentary demacracies ‘such as Australia and the UK have already. - passed such laws. However, voluntary | compliance orders must still be approved by: Parliament in the UK. This power is NOT retained in Canada’s Bill C-62 andis § . probably one of its biggest flaws. THE COMMITTEE REPORT '— ° Because of limited space | have cho- . , B sen only the key items from the report con- clusions in order to identity the main prob- lems with the Bill. . .1. Bill C-62 appears to revive. the power to circumvent Parliament which was abolished in the 1689 Bill of Fights, and as . . such involves a significant departure ‘rom long established and fundamental princi- pals of our system of law and government. 2. Its provisions are not consistent with the principals of equality and fairness and involve a serious lessening of governmen- tal accountability to Parliament and the public. 3, It does not contai any guarantee fa | that small businesses will be protected’ from enormous lobbying and filing costs. * As a result, large businesses could have a “competitive advantage in having voluntary ‘compliance plans accepted. °.: 4, It doas not provide for a ‘publicly accessible central registry which, would allow for scrutiny of approved corepliance plans. va _ 5, It does not specify’ set conditions under which the Cabinet can designate a’ ‘| ‘regulation as being one under which com- pliance plans can be approved, 6. It doas not allow for approval of reg- ulations by the House of Commons and the Senate. . 7A does not set meaningful, subsian- tive limits on the content Mt of compliance plans. * 8. it does not require regulatory authorities to consult with all interested parties prior. to approving or changing a compliance plan. 9. It does not specify who is responsi- ble for monitoring comptiance plans after they have been approved. THIS IS SERIOUS Although this topic is very technical in nature, everything possible should be done to prevent adoption of Bill C-62, It is not just a Reform Party issue - all of the Liberal MPs and Senators on. the , Committee agree, tt would be helpfut if business awners would write to The President of ‘Treasury . Board, Hon. Ait Eyleton and the Minister * of Justice, Hon. Allan Rock asking themfo §— | - withdraw Bill C-62. The address is The. | House of Commons, Ottawa, Ontario, KiA OA6.
