Readers should be informed that both the city and the district of North Vancouver have contracted with the SPCA to perform animal control within their jurisdictions. As such, all fines fevied are in accordance with the existing animal control bylaws and as prescribed by same. These bylaws are very strict with respect to ‘dogs at large.’ No dog may be off the owner's except when leashed. As a humane organization we firmly believe that dogs should never be on the street except when they are properly leashed. The reason for this is self-explanatory (the safety of the dog, disease, bitings, etc.) and appears to be recognized across North America as virtually all towns and cities do have such legislation.
