By NANCY WEATHERLEY STRATA RESIDENTS in West Vancouver have won their fight for lower garbage collection fees. Council decided Monday to bring the rates back down to what they_had been before private contracting of garbage began December 1. “There is a_ significant degree of discrimination against strata title owners” said Alderman Don Lanskail before announcing the changes. Under Haul-Away disposal Ltd’s contract, Strata residents had been paying two and three times as much as they did when the municipality collected its own garbage. Lanskail said it was only fair that strata owners should be treated similarly to for WV strata owners homeowners and therefore he proposed a new policy which was unanimously supported by council. Strata residents’ will receive one pick up per week as homeowners do which is paid for in taxes. Previously strata owners paid a commercial rate for garbage collection on top of taxes. Where homeowners have to buy their own garbage containers, Lanskail suggested that similarly strata dwellers should pay for the rent of their con- tainers - a charge of $20 per month. Again like homeowners, pick ups in excess of one per week will be charged. Stella Loftus, chairman of one of the strata complexes affected, thanked council for reconsidering the plight of strata tenants and said that in her strata one pick up per week “seems to suffice.” Budget will stay in camera Crist motion defeated BUDGETS should be debated in public, and not behind closed doors, said North Vancouver District Alderman Ernie Crist Monday. Crist said the District would be able to act more responsibly and make wiser decisions if the budget debate was public. Intrawest Properties wants to put up 55 single family houses in a project called Timber Ridge at the north end of Underwood Avenue, between Hoskins and Pipe Line Roads, right where the Underwood Gravel Pit was located until a few years ago. The proposal would see Intrawest sell the individual lots to people who would then build houses according to Intrawest’s specifications, specifications which the company would in turn guarantee to the District. Council held a_ public hearing into the changes Monday, changes which, among other things, would allow a single family home to cover up to 40 per cent of a lot instead of 33 per cent as is the case now. This change, which would apply to the whole of the District, is mecessary because of the small size of the lots. Some neighbors of the property spoke against the project at the public hearing. John Kadulski said after it is released to the public in the spring. Cliff Reeves and Henry Brewer wondered about the amount of yard space Timber Ridge residents would have. Yard space is important when bringing up a young family, said Reeves. There should be fewer houses on bigger lots, he said. Alderman John Lakes muttered audiby, “Oh God!” when Crist got up to speak for the second time. Council voted to adopt the 1982 provisional budget, which provides for total expenditures of $28,165,523 for general government, $1,665,100 for the water utility and $2,071,800 for the sewer utility.
