_ ‘page.14- July 27, 1977 - North Shore News Dear Editor: Those present at the West Vancouver Municipal Coun- cil meeting Monday 18 July heard a splendidly summar- ized brief to Council by Mr Peter Bradbury on behalf of every civic and taxpayer group in West Vancouver. It concerned the proposed developments above the Upper Levels Highway to. house 8 to 10,000 additional people when completed. He spoke on: epotential flooding and * ®the threat the develop-— ments pose to the quality of . life in West Vancouver. , In the case of the off-site capital costs he asked for an economic. study to estimate just what they would be as a charge on the general tax- payers if not borne by the deveioper. An estimate of school building, police, fire, garbage collection equip- ment, sewer and storm water down hill installations, road widening and necessary ex- pansion of ali municipal services was given at some $20 million plus debt servic- drainage problems especially as affecting residents below the highway — ing. $20,000 for each new resi- dent in addition to the actual This would be some on-site land, building and = ®capital costs. the municipality resulting from the proposed developments servicing cost. — Mayor Peter Jones ann- ° ‘ounced that he proposed a public meeting on the subject on Aug. 10 prior to the legal public hearing in September - when Council would consider the first Land Use Contract with the developers. Ald. _Tom Marshall suggested that the August date would find some Aldermen and many of the concerned public on vacation and proposed an early September date. It was noteworthy that Mayor Jones ‘persistently tried to make the August date stick ‘in the interests of speed.’ One wonders .at the need for unseemly haste on such a critical but contentious dev- elopment. Fcriunately the concern of Ald. Marshall prevailed on Council over the . _Mayor’s objections. The development of the lands, bought many decades ago by British Pacific Prop- erties and others for a very nominal amount, is fast being shown as _ geograph- ically, economically and eco- logically unsound and the municipality cannot afford to commit . itself for unprece- dented costs for possible residents yet unknown. It may well be that West Vancouver, through its pres- ent residents and ‘Council, will find that it does not need, cannot afford and does not want these proposed developments. « Derrick Humphreys West Vancouver NENEGDAUADAQUGUGGDENNGSEDEGUONUGHEOUSUROGEOEGOUN August is the time to sit back and enjoy the work you’ve put into making your home exterior attractive. Flowers shculd be “‘popping- up’’ all over the place, some for garden beauty and some fer cutting arrangements. “LAWN CARE You’ve fertilized and con- trojied the weeds and insects ‘so your lawn should be looking the best it ever has. Remember, water is impor- tant for a most outstanding lawn. When: it hasn’t rained for a few days, get the sprinkler going. Don’t just give it a light sprinkling; get the water down at least three to six inches into the soil. How are you going to tell when you’ve gotten that much water down to the root system? Place a few soup | tins five, ten and fifteen feet away from the sprinkler and as the water falls into the soup tins, it will indicate how much water has been ab-. sorbed by the soil. If a few weeds show up on your lawn, “‘spud’’ them out, or use Vigoro Weed-N-Feed. You can spot-treat the weeds, while the plant food stimu- lates the grass to fill in. It takes time to build a good lawn, but it does give you a great deal of satisfaction having the best lawnon your street. . HEDGES Keep hedges in control with pruning. It makes them look attractive and keeps the bottem growth fall. Nothing jooks worse than a very tall hedge out of control. It won’t hurt the hedge to be cut back one third. For example if it is six feet, cut two feet off the top and the bottom will fill out. One thing I like to do, early this month, is side dress the hedge with Vigoro Evergreen fertilizer, then gently scratch it into the soil and water well. Spraying is important to control insects that are not seen until the damage is done, so a regular spraying of water soluble insecticides is recommended. Other than mildew, very few fungi will attack a hedge. Privet is one that does require regular spraying with a good insecti- cide and should be done _ every ten days for complete control. PRUNING . If vou havent already done so, better get pruning on those early spring flower- ing shrubs, like lilacs. forsythia and spireas. It is recommended that the flower heads, (spent bloom) of lilacs be removed. Next year’s flowers are being formed from right under that seed spike.
