By Maureen Curtis Contributing Writer A group) of residents calling themselves the Garrow Bay Community Association (GBCA) were unhappy with the locations of the public park and new single-family residence that would result from gested the sites should be switch- ed. Another group, whose members live closer to the property, which is owned by women's wear retailer Marilyn Diligenti, said they had not been approached by the GBCA for input and resented be- ing represented by them. Diligenti’s next-door neighbor, Nancy Powell, had no objection to the creation of the new water- front lot, but was concerned that a public park would be thrown in with the proposal package. “Will people be allowed to barbecue, bring their dogs, play loud music and leave trash around as they do in other parks?"" she asked. An access to the Garrow Bay beach already exists, said Powell. She asked how the municipality planned to keep people from parking along the tiny cul-de-sac or down the paved = driveway which Diligenti would allow to be used as pedestrian access under the terms of the proposed agree- ment. Raeanne Steele and Wayne Wachell noted that people had us- ed their lot as a parking area when a marina operated at the site Diligenti currently uses for her clothing store. Several of Diligenti’s neighbors said they had never had any com- plaints with the operation of her business at the converted boat- house once associated with the marina and that traffic and park- ing has not been a problem. But the municipality has tried to deal with other concerns raised over the commercial use of the boathouse in a residential district and what some claim has been an encroachment on the public beach. The current rezoning scheme is the negotiated solution to several cf the problems. Neighborhood concerns over the beach date back as far as the 1930s when former residents dumped rocks and fill on the sand. And objections were raised rezoning and sug-. While a number of) residents testified that the bay is rocky and seldom used for swimming, Roy Bartholemew of the Gleneagles Ratepayers claimed that the removal of the rock riprapping would potentially make Garrow Bay one of the nicest beaches in West Vancouver, His group believes that it would be a mistake to put the proposed park on the rocky pant oof the waterfront and “turn over illegally filled foreshore"’ to Diligenti. “It would be a non-conforming subdivision .... and would en- courage future non-conforming subdivisions,"’ said Bartholemew. He also noted that one of the three lots would be so large that it could, conceivably, be further subdivided, The Gleneagles Ratepayers are against the rezoning, Bartholemew said. But Diligenti has maintained that she should be able to make some use out of her marina-zoned property which no one wishes to have operated for marina pur- poses again. The proposal rearranges her two residential lots, currently occupied by her home, and adds a third residential property ready for single-family development.
