Murder trial THREE NORTH Vancouver men were ordered to stand trial in B.C, Supreme Court Thursday, June 10, in preliminary hearing on Vancouver provincial court. following completion of a North The three face charges stemming from the death of a Filipino sailor and the robbery of his friend in: North Vancouver on Oct, 24, 1991, Ryan Allan Jacob, 25, and George Stephen Jacobs, 25, are charged with the second-degree murder of Jovito Valducva Deguna, 36. Jacob, Jacobs and a third man, Todd Christopher Moody, 22, are charged with the robbery of Danilo Crisostomo, 35, The three accused are from the Squamish Nation Capilano reserve, The two Filiping sailors were on shore leave and tad been drinking at the Couch House Inn. Beguna’s body was tater found in the 1i00-block of West 26th Street. Charges were luid one year after the alleged murder and robbery took place. The pretiminary hearing took approximately seven days to complete, Information from the preliminary hearing cannot be published due to a court-ordered publication ban, unicipal gov ts not to blame, says Crist From page 1 Roote said a typical 20-year-old warehouse on a 50-foot (15 m) lot in the Pemberton area is assessed at about the same value. The mill rate applied to this property, said Roote, would force the property owner to pay $6,438 in taxes, or about 375% above that of the homeowner’s net costs. “rf-we keep burdening our business community with these distressingly high rates of tax, ex- pect to see a lot more empty stores and rental signs on indus- trial properties. “It is obvious that business and industry is being asked to pay more than its fair share. It is time to ease up on the engines of your local economies. We do not want to drive local industry away. as is happening,”’ said Roote. North Vancouver District physiotherapist Michael White, operates his business in the Edgemont Village area. He owns a 1,200-square-foot (108 sq. m) office and his tax assessment for this year is $6,052. He said the figure represents a 50% increase over 1992, “As a small business we cannot continue to bear the cost of municipal government. We are willing to shoulder our portion of taxes, but enough is enough. ‘“We simply cannot go on bear- ing this responsibility. If we are unable to service our debts, we cannot be in business,’’ said White. He met with North Vancouver District Mayor Murray Dykeman on Thursday to discuss the issue. White said Dykeman was “sympathetic” to his concerns. But Crist said municipal gov- ernments are not to blame for what some see as an escalating tax increase for the business sector. He said the provincial and fed- eral governments are passing on tax inereases to municipal gov- -ernments. Crist said the level of taxes for industrial and commercial proper- ty owners as compared to residen- tial property owners is ‘‘basically fair.” He said the average residential property tax value in the district has increased this year by about 26%. Said Crist, ‘‘The council is quite innocent. They (business) say they are willing to pay their fair share. But what is the fair share? Do they know what it costs to run a municipality?” Crist said business owners can’ write off their taxes, but municipal governments cannot. “The best way for us to help businesses is to attract more business for them through eco- nomic twinning. “But businesses are not inter- ested in doing that. For them to say businesses have been unduly dealt with in terms of residential taxes is not true,’’ said Crist. Voted to defend bylaw From page 3 Chapman challenged the resi- dents. to specify a Mar- tin-developed subdivision they were unhappy with and confirmed that finished trails had been turn- ed over to the West Vancouver parks department in completed developments. Chapman: said that Corp. Ltd. had not developed any subdivision to the maximum lot potential. He later told the News that ‘you can’t make a good developer better by putting more restrictions on him. | “We are being asked to do things beyond what the land- “use contract specified." Martin But asked by lawyer David Martin why Martin Corp. Ltd. was seeking to avoid compliance with the district’s’ steep-slope bylaw, Chapman said, ‘‘It costs money every time we go to council for a development permit.”’ Under the district’s present de- velopment permit process Martin. Corp. Ltd. would be liable for development cost charges far in excess of the fees negotiated in the original land-use contract. The meeting voted in favor of the CRA’s application to intervene in British Columbia Supreme Court on behalf of the municipality and its defence of its steep-slope bylaw.
