Tales From The Tax Trough I — the work of the National Citi- zens Coalition (NCC), a 40,000- member non-profit advocacy group dedicated to ‘‘more freedom through less government — is a hair-raising (and some- times hilarious) record of tax dollars squandered by Ottawa on programs and projects of no value whatsoever to the average citizen. Like the $400,000 spent to pro- mote the 1990 World Hot Air Balloon Championships in Quebec. Or the $58,000 for an ex- amination of what it’s like to work for the Dominion grocery stores. Or the $27,000 to study “Fish unitilization in early Pleistocene African sites.”’ The above, of course, are chicken feed relative to a. $35 billion deficit. But not so the TOTAL of the lunacies exposed by the NCC under 30 expenditure headings — a total just short of $7 BILLION. Here’s a mere handful of the many other items that add up to this whopping waste, accumulated almost entirely between 1989 and 1992: Studies of Peruvian guinea pigs _ ($321,000), of the Philippines garlic industry ($163,260) and of “Religious and historical practice . among northern Malagasy 4 speakers’’ ($208,286). Montreal’s Museum of Humor got $3.3.mil-.. lion. Fiddlehead Magazine was helped along to the tune of, . .; $23,000. Say ‘‘yes’’ to Charlottetown. So it goes on: $131 million to promote multiculturalism; $2.4 million for radical feminist groups; $18 million to trade unions for ‘labor education’’; over $114 million in regional sup- port plans and direct subsidies to prop up private businesses. And much more. The good news, however, is that — aside from fraud cases — none of the items documented by the ‘NCC belong to the “‘sacred trusts’? of government spending — + 8501; for info. . at te HITHER AND YON pensions, medicare, welfare and © education. . ; No doubt the latter also offer opportunities for skilful pruning. But if simply ending blatant waste - on items of zero value to 99% of ‘taxpayers could alone save $7 / billion, it’s clear that eliminating the deficit.is, after all, a perfectly ' realistic goal.
