This includes the five species of Pacific Salmon: Chinook, Coho, Sockeye, Chum, and Pink salmon as well as the Steelhead trout, the Searun Cutthroat trout and the Searun Dolly Varden. The Salmonid Enhance- ment Program which was launched in 1977, is a joint effort of the Federal and Pro- vincial Governments. Its goal is to double the level of the stocks of salmonids and to ensure that the benefits of the resource are not lost £o future Canadians. 1f other words, the ultimate goal is to im- prove the lives of Canadians, to provide food, jobs, recrea- tion, and dollars to stimulate the economy. The reason for the pro- gramme is simple. The fishery would continue to decrease if these steps were not taken to protect and enhance the resource. Simply put, the Salmonid Enhance- ment Programme (SEP) is an investment plan for fish pro- By DON D. McDERMID duction and habitat improve- ment projects in B.C. and the Yukon. The Federal Government allotted $150 million for the first phase of the programme (seven years). The Provincial Government added another $7.5 million to that total to be used mainly for enhancing the searun trout. One could ask whether the Provincial Government is paying its fair share? Remember, this same Provincial Government has made noises about taking over the fishery resource. Don’t the logg- ing companies pay stumpage on the trees they harvest? . Why should one sector of society — the commercial fisherman — be allowed to catch fish which all of us own . and not pay us for those fish? Back to enhancement. The various techniques used to enhance the resource are: Hatcheries, Spawning Chan- nels, Rearing Channels and Ponds, Fish Ways and Lad- ders, Incubation Units, Lake Enrichment, and Stream Clearanceand Rehabilitation. The public also has a role to play in SEP. To ensure the protection of the streams, rivers, and estuaries of this province for the salmonids it is important the public sup- port and become involved in the SEP. Unless the value of the salmonid resource is recognized, it will be difficult to defend the watersheds in which the salmonids live against the damaging results of logging, mining, industrial and urban development. The salmonid must be viewed as a resource to be protected and enhanced, equal in imrosr- tance to all gthezs. The help the public take an active role in SEP there has been established a Public . Involvement Programme (PIP). There are eight Com- munity Advisors throughout the province to help the public. On the North Shore, our Community Advisor (CA) is Gary Taccogna who can be reached at #309, 549 Columbia Street, New West- minster. His phone number is §24-7288. These CA’s are available to help individuals or groups (school classes, rod and gun clubs, cubs, guides etc. get started in a SEP project. The programme ts entering what the politicians are call- ing an assessment phase; how. well has SEP performed to date? Perhaps this is simply a way of curtailing further expenditures by the Federal Government. It would ap- pear from all indications that SEP has done rather well. With regards to fish pro- duction SEP achieved 85 per- cent of its target. Granted, it has been largely in the areas of the commercial species, the sockeye and the chum, however the coho and chinook take a little longer to see results. This assessment or trans- ition phase is to last for a total of two years, 1984 and 1985.
