A6 - Sunday News, November 22, 1981 3a. pity. last week's discussion by. West” Vancoutes council of wine and beer sales in food stores generated so much heat and so little light — thereby confusing an issug of lively interest to the public. The decision for or against suds and Sauterne in the grocery bag will be made by Victoria. Aldermen Lanskail and Finlay therefore argued that council was wasting its time by dehating the subject at all. They ” ‘were partially right, of course, though hardly enough to justify stumping out of the chamber in a huff. Four of the five remaining council _ members were also fully within their rights to tell Victoria, in an effort to sway its decision, -| ‘that they opposed wine and beer in food stores — PROVIDED (as they claimed) they were representing the wishes of the citizens who elected them. There is considerable evidence, however, that they are swimming against a strong tide of community opinion. In a recent West Van shopping: mall survey of nearly 3,000 in- dividuals who signed their names, over 80% supported wine and beer in food stores. And a province-wide survey has shown two thirds of the B.C. public also in favor. Opposing ‘West Van aldermen appear to have listened only to the police department. But we have yet.to see any statistical proof that alcohol in food stores — the general rule in the rest of the civilized world — increases _ policing problems. Unless such proof, as distinct from mere theory, is available, West Van council, in its vote last week, seems to have displayed unwonted arrogance towards its electors. Police im Florida have taken to videotaping drunken teenage beach parties, then showing the tapes in schools, council meetings and on TV news programs. It's had a much more dramatic effect than at- tempting to arrest the young lawbreakers, whose numbers have been cut to almost zero in one district. My advice to the present council is to leave well enough alone. If the present council votes to legalize these small suites, the following is what will happen. Legalization would have the same effect as rezoning from single family zoning to duplex without the tax- payers’ consent. We, the tax- ‘payers, spent thousands of dollars coming up with a community plan which will be literally destroyed. As the majority of these suites will not pass our various bylaws, thousands of dollars will have to be spent on them by the owners to up- grade them. In turn they will have to raise rents drasti- cally to compensate for the renovations, whose cost will therefore have to be borne by tenants who can’t afford more expensive accom- A TOUCH OF PRIDE wouldn't come amiss from the community this week in the case of Thierry Danmiilano. Thierry is probably best known locally as the manager and maitre d'ofWest Van's Cafe des Alpes. But his true claim to fame lies in 8 very different world -- the wild, wet world of wind- surfing. This year, in the lightweight class, he’s won the B.C. championship, the Molson Cup Open and placed second in the Canadian Open Cham- pionship. Now, he's been chosen as the only West Coast member of the 10-man Canadian team that will compete next month in the World Windsurfing Championships in St. Petersburg, Florida. A pretty impressive achievement by our busy Ambleside neighbor and quite something, fou might think, for West Van itself to crow about, But with a chance to become the world’s top windsurfer Thierry, alas, has a problem. Moncey. His trip to Florida will cost around $2,000 -- whith he simply doesn’t have at the moment. Following his triumphs to date he'd been hoping for a litte spon- sorship aid from city hall or Victoria’s lottery-fed BC Sport fund, but so far in vain His sole funding is $100 from the B.C. Board Sailing Association, which will get him about as far as Okanagan Lakc. Meanwhile, he's duc in Florida December 2 and time is running short. Is there anyone out there with bright ideas about modation — such as senior citizens, students and single parents. If the suites are legalized, the City will have to hire. staff, to . extra high-cost enforce the upgrading and the bylaws. This expense will not be offset by our addi- tional tax revenues. NOBODY GAINS_ By legalizing. the suites, City will take away the only protection the neighboring homeowner has — whereby, as things now stand, a suite | rented out to noisy or un- desirable tenants: can be closed down by way of a complaint to City Hall. The owner of such a suite will not benefit from its being legalized. He then will have to declare the income from it and pay higher taxes and water rates. Therefore he will either close the suite down or increase the rent. I repeat, nobody — neither the owner, the tenant nor the City — will gain by legalization. If Alderman Sorenson and the. rest of council really want to reduce taxes, the only way to do so is to reduce the City’s administra- tion cost. It is not easy but it can be done. -T will be ‘Pleased to discuss sunday brunch by Noel Wright Thierry’s problem? Or some cash in lieu?
