You are correct in your observation that the new 14th Street Plaza will look - similar in several aspects to the old plaza, in particular your reference to the pool or north shore news MAIL Box “wishing fountain.” The existing pool struc- ture was deteriorating, there- by resulting in substantial leakage. Early in the re-design Process it was decided to retain the same general lay- out of the main pool area in order to maintain the historic value of the existing pool which has been frequented aza repairs exp by our residents over many years. Here are a few considera- tions: ; B the effects of reductions in class size on ‘student achieve- "ment are.contradictory, as the research analysts suggest, but fot at every level; in fact, at the ~ primary level (R 3) there is Ongstanding evidence of a pos- itive impact; B parents, teachers and admin- istrators censistently extol the benefits of smaller’ class sizes, contrary to the impression left by the Fraser Instirute; & private schools consistently advertise smaller class size as a benefit of membership, and with great success. Smaller class sizes have intu- itive appeal for parents as well ~they should. However, to make this a teacher bargaining issue misses the point in many ways. Given the research base and the popular appeal of class-size reduction, it makes more sense to make it a public policy issue subject to regular review and evaluation and voter approval. Just as there are mixed reviews for the benefits of reduced class size, so too are the reviews for charter and pri- vate schools. The truth is in the investiga- tion and evidence, not in wish- ful thinking and ideology.
