At its Monday night meet- ing, council passed third read- ing of a smoking regulation bylaw that mirrors one already passed by neighboring North Vancouver District. The bylaw states that by July 1, 1998, anv establish- ment, such as a pub or restau- rant, with a class A, C or D liquor licence must reserve 30% of its space for non- smokers; while a binge hall or casino must reserve 50% of its space for non-smokers. The bylaw will outlaw smoking in public places alto- gether by the year 2000. The only — difference between the city’s bylaw and the one passed by the district is that the city will not ban smoking from outdoor dining spaces at restaurants. Council also passed third reading of a bylaw that would allow fines to be issued to those who don’t comply with the smoking regulation bylaw. Bruce Clark, chairman of the Hospital Endustry Group, appeared Detare coun: sil to change its mind on imposing a 100% ban on smoking in establishments such as pubs, restaurants and casinos because itt would put such businesses “in jeopardy.” “We beliese thar if you impose a 100% (non-smok- ing) bylaw it vill nor work,” Clark told council. “You end up with the pub- he not complying. We can deal with the issue without costing jobs.” He suggested to council that a “pro-active” and “alter- native™ solution would be the industry’s self-regulation of air quality. He said consultants have already started working with the city’s pubs Sailor Hagar’s, Montana’s and the Rusty Gull — to help clear the air by showing then proper use of ventilation equipment. Clark said his group is also working with the Workers Compensation Board (WCB) to have air quality in hospital- ity establishments checked regularly just like a car’s gas Wednesday, May 13, 1998 — North Shore News - 5 City te sen smokers packing “eo cnecked Air Care pro- emissions through the gram.
