Christopher Leonard Luhtala
pleaded guilty to a charge stem-
ming. from a Sept. 16, 1992 inci-
“ dent in Vancouver.

The cigarettes belonged to

probation in connection with the
charge. ,

He must pay the restitution by
Dec. 31, 1995.

Judge Jerome Paradis sentenced
Luhtala in North Vancouver
provincial court on Feb, 25.

introduced new fines for repeat
offenders.

A proposed bylaw, which went
to first reading at the March 7
council meeting, will impose a fine
of $50 for a second false security
alarm triggered ina [2-month peri-
od.

A third incident will cost the
owner of the faulty alarin $75 and a
fourth incident $100.

In 1933, police received 3,954
false alarms, a 3% increase over
1992, which saw a 13.8% increase
over the year before. In the past
five years, false alarms have
increased by 34.1%.

Council had some concerns with
the proposed bylaw and fines,
which would net the municipalit
an estimated $148.000 in revenue.

Sometimes an alarm can indi-
cate that there has been a failed
effort to enter a house, In such
cases, there are no witnesses to the
incident, Coun, Andy Danyliu sug-
gested.

Meanwhile the municipal man-
ager said there are indications that
people have set alarms off on pur-
pose to see how quickly police can
respond. The bylaw will allow
police discretion in imposing the
fines.

Mayor Mark Sager, as head of
the West Vancouver Police Board,
said that false alarms are a real
problem. He also asked residents
who inadvertently dial 9-1-1 to
immediately phone the police non-

emergency number so that the time
is not wasted,
