NVC budget amended

NORTH VANCOUVER City
» Council has made a $4 million
amendment to its 1991 budget.

' The budget increase from
$59.4 million to $63.4 million
represents slight increases in a
number of city expenses and a

total municipal revenue that is
over $200,000 under budget.

The bylaw to amend the
budget went to third reading
on Nov. 18 and was adopted at
council’s Nov. 25 meeting.

District residents may con-
tinue to address council
without going through the
formality of a delegation
request if they can keep
their remarks brief.

Council has unanimously decid-
ed to continue its policy of allo-
cating 15 minutes at the beginning
of its policy and planning com-
mittee meetings for verbal inqui-
ties or comments on any item of
interest.

Individuat_ speakers will con-
tinue to be limited to two minutes,
and meetings will now start at
7:15 p.m. instead of 7 p.m. to
allow council more time in-
camera.

Council began its open
microphone policy in September
and public response has been fa-
vorable. _

Ald. Joan Gadsby said that
council had made a good decision
that made it more accessible; Ald.
Paul Turner described the time as
“fan opportunity for our citizens
to voice their concerns before
council decides.”

Council also voted to request a
brochure that would outline pro-
cedure and policy at meetings and
help to make both more under-
standable to the public.
