Canar NORTH SHORE native Bryan Adams was outraged last January when the CRTC classified all 15 songs on his latest album Waking Up the Neighbours as non-Canadian because he co-wrote them with a British songwriter. By Louise Woznow From Ottawa In a widely publicized press conference, Adams called on the CRTC to change its Canadian Content rules claiming they bred mediocrity in Canadian music. As a result of the commotion he created, the CRTC announced in April 1992 it was undertaking a review. of the Canadian Content Teqtiirements for radio program- ming. The results were made public at the end of January. The CRTC will change its Ca- nadian Content rules making it easier .for recordings and live @RYAN ADAMS... Canadian public on his side vs. CRTC, Musical broadcasts to qualify as Canadian if they are the result of collaboration. between Canadian and foreign artists. ~..“So now whenever a Canadian receives at least 50% of the credit for both the music and the lyrics, a musical ‘selection will be. given lan one of the two points necessary to qualify as Canadian,’’ explained chairman Keith Spicer in a CRTC release. Several organizations repre- senting the Canadian music in- dustry made submissions during the review. The consensus was that the existing system used to determine Canadian Content is here to stay, but fike all rules, must be made adaptable to the changing times. One of the changes taking place is the increase in the amount of collaboration between Canadian and foreign artists. Adams’ attack on the CRTC created a backlash from those in the industry who stood by the commission and maintained that Canadian artists need protected air time to make it. Currently 30% of a station's programmed material must be classified as Canadian. At the 1992 Junos, Adams had his knuckles rapped by the Cana- dian Academy of Recording Arts and Sciences when he lost out to Tom Cochrane for Single of the Year, , This was despite the fact that his song (Everything | Da) I Do it For You became the number one recording in 21 countries, and the Guinness Book of World Records claimed its 16-week run at the top of Britain’s charts the longest in history. The Canadian public were clear- ly on Adams’ side. In a Gallup ‘poll conducted last March, 76% of Canadians disagreed with the CRTC decision. Bill Allen, Director. of Com- munications for the CRTC, said in an interview. that the outcome of the review directly addresses the concerns Adams raised. “It just goes to show that peo- ple speaking out can have an im-- pact.” Adams’ manager, Bruce Allen, said he was pleased with the CRTC’s decision but explained, ‘it’s fine for singer/songwriters, but it stil! leaves some artists like Celine Dion and Anne Murray out in the cold. ‘‘What it should come down to, Happy Valentine's Day _ from — oeSPtent Son For that "Someone Special" in your life we have that "Something Special" at a truly competitive price oS) For the busy business person - we now offer a . unique service - we can make choosing your special gift as easy as a phone call.
