B.C. Supreme Court Jusuce J.P Van Der Hoof rejected Pratt's claim that the Office of the Rentalsman had been biased against six per cent increases in its finding in favor of — the landlord. The rentalsman’s officer had told) Pratt that when tenants counter a landlord's rent increase figure by suggesting one of their own they usually suggest at least 10 per cent. The judge found that there was no bias and that the rentalsman’s offlee was acting within the parameters of the legislation - the Residential Tenancy Act. And council's decision to allow the school board premature access. to National Harbours Board funds held in District’s bank account will cost the municipality about $36,000 in lost interest. The money sought by the school board was part of its share of funds held in trust by District, who in turn received the money from the federal government in the form of a grant in lieu of taxes. Instead of paying taxes, Ottawa gives District a grant. Once District is in receipt of the grant, it allots the school board its share of the money. According to Len Berg, school board secretary treasurer, there is an urgent need for advance of the $300,000 because “release of these funds prior to December 31, 1982 would Significantly assist the (school board) in dealing with its 1983 budget problem.” What the school board intends to do is use the advance to create a surplus in their 1982 budget and as a result they can defer the money and add it to their 1983 budget without being penalized for the surplus by the provincial government. In essence, the school board will have an additional $300,000 in their 1983 school budget.
