With regard to Alderman Don Lanskail’s request in connection with the article in your paper of June 20 concerning B.C. bigotry, may I comment as follows? He is accusing the wrong people of being bigoted. The ones he should be looking at are those he is trying to impress, the Quebecers. This. sort of boot-licking by English Canada is going to get us nowhere, and is only going to worsen matters. Let us examine a few facts in this connection. Examine - first the educational system in Quebec. The Federal Government supplies that province with about 50% of the funds that are supposed to be going into supporting minority language. They put this entirely into the French educational system, and the minorities get nothing. They will not allow pupils coming from other provinces to enter anything but French schools, even if their family speaks the other “official” language. To cap this off, Quebec supplies funds to trouble-making Fran- cophones in English provinces so that they can agitate for the erection of French schools. They are not even content with bilingaal ones. To make it worse, some of the funding practised of these people comes from English-speaking Canadians, and is supplied by the French-controlied Federal Liberal Government. Quebec practises in- stitutionalized bilingualism, which is different from the personal bilingualism some English Canadians try to follow. This ensures that less than 1% of the employees of ‘the Provincia] Government, or those working for the Quebec urban establish- ments are of non-French extraction, regardless of the ability of the nou-French to master the French. language. This is opposite to what. is Cornwall and Ottawa, where we see the French minority groups, funded oy the Ministry of Human Resources are under the impression that their funding for 1980-81 cannot be dealt with because the govern- ment has not yet brought the estimates of that ministry before the Legislature for approval. Twice now the povern- ment has requested interim supply to provide for the full operation of government up to September 30, 1980. On in cities like - So. a curfew will solve problems, or so council thinks.. Lynn Canyon Park - .has:so many trails and is so ‘virtually unpatrollable that the. very people (young rowdies): council wants: to ‘keep out will most likely be -the only. ones to go into the park. The: people who stay out are those who will read and obey council's decision, the people who weren't a ll get | demanding that heads of all departments must be bilingual, and that any French resident com- municating with the cor- poration must be dealt with in bis own tongue. If English-speaking Quebecers made similar requests, a large proportion of the French would die laughing. Mr. Lanskail should ask himself why so many English-speaking Quebece- rs, along with their com- panies, are leaving Quebec for other provinces, while so few Francophones, if any, move back into La Belle community groups should have received approval of their budgets as well as funding up to that date. Any community group which is being told otherwise should immediately contact me providing full details so that I may take up the matter with the Ministry of Human Resources on their bchalf. I feel that council has caused a deterioration in the free society.
