By Deana Lancaster Contributing Writer FOUR. North Vancouver City coun- cillors running for re- election will not be willing participants in a local candidate evalu- ation project. “This is presumptuous,” said Coun. Barbara Perrault. She said she is not willing to be rated by a group which she has no information about. She received a plain brown enve- lope on her doorstep cuntain- ing a candidate questionnaire, and instructions on how to set up her candidate interview. The questionnaire requests information about education, previous employment, and a criminal record, It also asks for references. Coun. Barbara Sharp and Coun. Darrell Mussatto also said they would not be returning the package. “fam prepared to answer any questions that this com- mittee wants me to answer,” said Coun. John Braithwaite of the Vote Smart °96 Candidate Fvaluation Committee, “Then on that basis the community can decide.” But he is not pleased about a system that would evaluate him on the basis of his knowl- edge, civic involvement, effec- tiveness, and character, rate him and then simply publish the rating without the reason- ing behind it. At the council meeting on Tuesday night Braithwaite added the issue to the agenda. Karen Milne, a member of the Vote Smart "96 steering committee, said she was sur- prised by the councillors’ reactions. “It's very strange ta me that there’s so much emotion- al reaction about this.” Milne said that according to the rules set up by the Municipal League of King County, Fre st PRIZE 15000 5 where the project onginated, ail candidates will be rated whether they pardcipate or not. “Its aot necessary tor the Incumbents to agree to. be rated.” said Mune. She told the News that the steering committee for Vote Smart “96 was made up of a group of North Vancouver residents concerned and involved with neighborhood issues. In fact, her name and steering com- mittee member Vivian Kranenburg’s name are on a petition to the Supreme Court of British Columbia with the member groups of the Wild Salmon Coalition against the City of North Vancouver for a decision to allow — development — near Mosquito Creek, The petition was unsuc- cessful and an appeal has been launched, but Milne said she November 16 is not involved with the appeal, She tald the News that she has no involvement with the groups at all. Other members of the Vote Smart steering commit- tee include North Vancouver District council watcher Corrie Kost, Kitty Castle, Diane Walton, and Seymour activists Dave Sadler and Chris Kwan. But Kost said it’s impor- tant to note dat the steering comunittee will have no into ence on the rating given to each candidate. They chose a4 selection committee, who in turn, chose the Candidate Evaluation Committee, effec- tively putting the steering committee at “dovble-arm’s length” from the evaluation process.
