THE first driver to
have the car beneath
his wings impounded
in North Vancouver
was driving a
friend’s car.

Shayne A. Whaiey, 20, was
puiled over on Dollarton
Highway on May 5. the first dav
of the new vehicle impound
ment program.

The Motor Vehicle Act was
changed on May 5 to allow 3
police officer who catches a pro-
hibited or unlicensed driver at
t wheel to | immediately
impound the vehicle for 30
days. The impound is at the dri-
ver’s expense,

After the 30° days, it costs
$240 to get the car out of the
impound. A set rate of $8 a day
impound and towing, charge has
been set up for the vehicle
impoundment program.

NVD to investigate complaints of permit approval improprieties

NORTH Vancouver District is set to
launch an inquiry into procedures and
processes leading to the approval of per-
mits for three contentious developments.

In addition, the Noth Vancouver economic crime unit
investigating an allegation of a payment made by a district
ident toa plan checker for an East Balmoral development.

The district has called that case a confiict of interest because
the district employee bad prepared plans for the resident for a
$650 fee.

The district’s inquiry comes in response to complaints from
neighbors of three developments on Balmoral, Sea Shell Lane
and Seymour Boulevard.

Coun. Pat Munroe suggested striking a “select committee of
inquiry” ata hastily calted mera meeting of council to deal
with the allegations that the district ts not following permit
approval procedures.

Under the Municipal Act, the committee has the power to
summon witnesses for examination on matters concerning the
municipality’s administration. The committee also has the same
power as the court ina civil case to enforce the witnesses to
attend and compel them to give evidence.
