Working under the police ‘department, these enforce- ment officers will be able to demand the name of the dog and. issue tickets . owner whereas the Society for the Prevention of Cruelty to Animals (SPCA) officers who formerly did that job lacked the authority to demand information. The only alternative for SPCA officers in the past was to follow the dog owner home and trace him that way, said Terry Lester, municipal manager. About $62,500 has been budgeted for enforcement officer salaries and for SO per cent cost compensation of dogs kept at the SPCA run pound and animal adoption service. There is a slight savings, said Lester, over the old method of having the SPCA enforce the bylaw and impound the animals with the municipality picking up 80 per cent of the tab. ‘What we hope for under the new system is better enforcement,’” he said. Council could not agree, however, upon an amount to compensate the SPCA for its pound services. The matter was tabled for a week until Alderman Robert Hicks, who was council's representative on SPCA negotiations, returns. Marie Moscovitch, president of the SPCA, said council should pay $3,600 per year for pound administra- tion. Alderman Hicks and municipal manager Terry Lester recommended $3,000. Alderman Don Lanskail felt council'should support its own negotiating committee and pay 33,000. Mayor Derrick Humphreys said enforcement officers could result in the pick-up of more dogs and more work at the pound. He was sympathetic to the SPCA demand for $600 more. The vacancy rate now is 0.7 per cent. In addition, council may wish to impose other con- ditions at their discretion in -individual cases. Council’s policy decision _ did not pass without a fight. Alderman Frank Marcino said a decision to allow strata-title conversion would invite unscrupulous land developers to make their profits at the expense of the ‘ tenant.
