The policy is due to be unveiled when the 1985 budget is brought down at some vet unannounced date in the new vear. Premier Bennett's retusal to recall the Legislature earlier (it sat’ for a paltry 57 days in the whole of 1984) has been explained as neces- sary in order to give ministers time to work on the policy, but no meaningful progress reports have yet emerped. True, there’s been much loose chatter about high tech industries, duty-free zones, special economic zones and stimulants to Pacific Rim trade and investment since these concepts received official blessing in fast February's throne speech. But the interven- ing 10 months have brought no specifics, and another two or three may elapse before any practical plans for implementing the high- sounding theories are revealed. How much longer will it then take before such plans, if viable, have any direct impact on B.C.’s ghastly level of unemployment and persistently stagnant economy? Another six months? A vear? Or even more? These are questions the public is increas- ingly asking.
