IN NORTH VANCOUVER CITY . if so . . . . plan hearing cancelled Many North Vancouver City residents are unhappy because they did not recieve notification of a public hearing for the City's community plan, scheduled for February 19. And others are unhappy because the copy of the plan they received contained printing errors. But in the end it didn’t make any difference because: due to a legal requirement the public hearing has been rescheduled for Tuesday, March 4 and all the notices have to be mailed out again. At City council’s meeting on Monday night, council were informed that because the public notice of Tuesday’s hearing did not run in two consecutive issues of the same newspaper, the meeting could no_ longer legally serve as a hearing. Alderman Gordon Cross said he received a number of calls from people com- plaining that they had not received notification of the hearing. The notices had been sent out using a bulk postal service call maildrop, and notices were sent to everybody on the City’s property owners list. Mayor Jack Loucks also said that there were printing errors in copies of the community plan that were mailed out. In order to increase the efficiency of the system council voted to send out the new notifications by first class mail if possible. Tuesday’s meeting was still scheduled to be held but was termed a public in- formation meeting. Four months after the discovery by a scuba diver of the semi-nude body of 17- year-old Nona Lee Stephenson, heavily wrapped in chains which held her 40 ft. underwater at Whytechff Park. police are still searching for the girl's murderer. They hope that the $5,000 reward - for information leading to the arrest and conviction of the person or persons responsible for the centive needed for someone to come forward. Nona Stevenson was a former resident of Pen- ticton, who had been reported missing from her Burnaby home prior to the discovery of her body last October 15. She was known to frequent downtown Van- couver nightclubs and was last seen at about 6:30 p.m. last October 12. When her body was discovered underwater it was naked from the waist down and wrapped in two lengths of heavy chain. She had been stabbed several posing. She was identified by medical records.
