In B.C, that key is missing, Asa result mantifacturers have no real incentive for such endeavors. Instead of recouping the cost, we are paying twice. The result is that the average munici- pal cost to collect and dispose household waste inthe region has gone from around -$20 per year/ per household, to $200- plus, which inclules the Blue Box pro- gram There is more. Victoria has to prod and bribe the industry to accept recy: cla! es. ‘The cost for that is on top. On the whole, relatively little in the Blue Box finds its way into new products, Much of it is stored or dumped. But nobody cares very much, Everybody gets paid regardless, On the plus side a cynic might say that it does provide plenty of jobs for the bureaucracy. They are needed to super- vise the process, so they are happy. And so is the packaging lobby, And so also are the printers. They are happy because they are busy printing glossy ieallets telling the world what a fine job we are doing.
