{ have some serious concerns
about the District of North Van-
couver's 1993 budget.

| proposed that the budget be
discussed in public. This in’ my
opinion would not only have serv-
ed the public interest but council
as well,

My proposal was turned down.
The champions of ‘freedom of
information’ voted No.

As stated in the
average increase in taxes per
household is 6.25%. But the actu-
alamount is far higher.

To look good, the council has
simply shifted massive amounts of
land sale money into operating
funds to cover everyday expenses.

Land money is even used to pay
for replacement batteries for por-
table radios.

That's like mortgaging your
future pension to pay for a home
stereo. It is not anly poor
business, but also shows utter
contempt for tomorrow's com-
munity.

Land is a public asset, just like
money.

My second concern is the in-
consistency of this budget, While

making cuts for some field and
park maintenance, for fnstance,
clerical stuff to cover that same
park maintenance was increased.

Our work yard, the nerve centre
of all outside district work activi-
ties, is totally inadequate. The

Dear Editor:

norance is borne of stupidity or
the other way around,

Every time Lo hear yet another
cent being added onto tobacco tax

the limit to tobacco tax was
reached long ago (J am oa
nonsmoker).

Common sense and intelligence,
which a lot of people seem to
lack, would indicate that endless
taxation on cigarettes will lead to
a black market and crime wave.

That, of course, is what has
happened, and we read about it
daily.

But the tax on smokes will not
go down because the anti-smok-
ers, mainly fanatical ex-smokers,
are blindly unrelenting in their
quest to tax cigarettes out of ex-

and put it towards fighting the
crime created by too much tax on
tobacco.

But they won't. And the anti-
smokers will march ahead,
proudly convinced they are totally
right and never capable of being

So just keep reading, folks,
about all those crimes associated
with cigarettes and our tax money
(not tobacco tax money, of
course) going into fighting this
crime.

Time for another tax increase
on tobacco.

which f endorse for public safety.

A municipal budget is a tool for
setting community goals and
promoting the quality of life.

Think globally, act locally is the
new municipal catehphrase.

This budget is a testimany not
to progress or intelligence, but to
incompetence, And that is the
