To look good, the council has simply shifted massive amounts of land sale money into operating funds to cover everyday expenses. Land money is even used to pay for replacement batteries for por- table radios. That's like mortgaging your future pension to pay for a home stereo. It is not anly poor business, but also shows utter contempt for tomorrow's com- munity. Land is a public asset, just like money.
