Developer should have to pay
for planning study, says Dean

A RECENT staff request for North
Vancouver City Council 10 consider
land use recommendations turned
into a protracted semantic debate
and procedural wrangle about who
should foot the bill for the planning
study and how the motion should
be worded.

the Mosquito Creek planning study,
begun Jast March at the request of
the city planner, following an
Official Community Plan amend-
ment application from Maclean
Management Ltd. and Romses
Architects.

Tuesday, May 17, 1994.

Westlynn Terrace, Upper and
Lower Westlynn and Kirkstone are
‘all invited to drop into Eastview
School between 7 p.m. and 9 p.m.
to share information, plans and
concerns about the neighborhood
and the community.
Eastview School is located at
1801 Mountain Highway.
An open: house period begins the

program and provides the opportu-
nity for residents to talk with coun-
cil, staff and neighbors while
browsing through displays.
‘On display will be information
on the Official Community Plan,
Lynn Canyon park ranger program,
plans for Lynn Canyon Park and
Inter-River Park, youth and seniors
issues, transportation and traffic,
fire prevention, Block Watch,
emergency preparedness, recycling
programs and environmental initia-
tives. ,

A public comment period will
follow the open house.

This meeting is the first of this
year’s series of town hall meetings
to be held throughout the district.

Coun, Bill Bell, however, did
not see a problem, saying that
council needed to have a look at all
lands along Fell Avenue. "I'm not
so much worried about the planner
pushing up the costs, as the city
getting a handle on what we want
lo see in that area," ke said.

In the end, the motion passed
over Dean's and Braithwaite's
objections, 5-2
