beach access point at
Kagle Harbor land

Feb. 21 public hearing into the
proposed subdivision of a
West Vancouver wate srfront
property.

“At high tide there is no beach,”
said Meredith Fielding.

She told West Vancouver
District Council that the beach
would be difficult to patrol and
maintain and that there would he
potential danger from tires being
set,

Access would require the con-
struction of more than 100 steps on
steep rocky terrain,

The proposed amenity is part of
a four-lot subdivision plan for the
area. Municipal staff pointed out
that the access could serve as the
5% of the land that developers of
the Gallagher Place property are
required to give to West Vancouver
as park,

Cash can also be accepted in
ticu of land.

Sebdivision approving officer
Barry Lambert pointed out in his
report to council that the Lund ‘Title
Act requires that subdivision of
_ Waterfront properly include provi-
“sion of access to the sea at-dis-
tances not greater than 200 metres
(656 fect).

The proposed subdivision les
between Eagle Harbour: Road
where it fronts on to Eagle Harbour
and the access at Balmy. Beach
below Parthenon Place — a total
distance of 400 metres or 1.312
feet.

Parthenon residents gre con-
cerned that an access-way below
the new subdivision would increase
noisy and unsafe use of their own
beach and encourage trespassing.

Neighbors supported the altered
subdivision plan that was devised

the. owners of. the land, architects
A. and J. Waisman.

The revised plan creates four
waterfront lots located further back
from the property’s ‘edge and

beach access would increase traffic
and narking on their street,

Parks manager Erie Lees point-
ed out tbat the parks systeny and the
municipality have a tradition of
exploiking public waterfront access
opportunities wherever possible.
