While the North and West Van- couver residential telephone charges would go up $5.90 per customer, from $12.05 to $17.95, Coun. Don Griffiths noted that commercial enterprises might have even more difficulty in handling their increases. “Some are already having a great deal of difficulty meeting their bill payments,’’ said ‘Grif- fiths. CITY COUNCIL City council stalls decision NORTH VANCOUVER City Council has delayed a decision on supporting an expanded provincial beverage container deposit system to find out what effect it will have on the blue box program. Bill Bell said at council’s Feb. 8 meeting that the proposal for promoting the use of refillable containers, including a series of collection depots, could mean a higher cost for the city’s curbside recycling scheme. “A lot of the highly recyclable material will be taken out of the blue box system, and we will have to pay higher costs. (The province is) downloading the cost of recycl- ing less: recyclable materials,’’ he said. Coun. Stella Jo Dean called the recommendation ‘“excellent’’ and said she did not agree with sug- gestions by the beverage associa- tion that the deposit be removed from non-refillable containers such as cans. “Very few beverage containers with a deposit refund value are found in litter,’’ she said. Council voted to defer a deci- sion on the proposal to allow staff (o prepare a report on. the effect on the blue box program, and find out about new proposals due from the Greater Vancouver Regional District and the pravin- cial ministry of the environment.
