100 Sandan, Mareh 27, PORK Nerth Share News PROTECTION COSTS IN QUESTION NORTH VANCOUVER District Council will be in- vestigating the responsibilities of Canadian railways under the new Federal Railway Safety Act after a change in levis- lation was discovered by New Westminster Council. The legislation, known as Bill C-105, eliminates the mandatory requirement for rail companies to contribute to costs of crossing pro- tection and grade separations. It also removes the requirement that grade crossings not be blocked hy trains for more than five minutes, In a fetter circulated at council recently, North Vancouver District's director of engineering services, John Bremner, warns the responsibilities removed from the rail companies ‘‘could prove to be a serious impediment for emergen- cy response to some of the in- dustrial areas.” New Westminster Ald. Betty Toporowski, in an attached fetter, also warned that the new legisla- tion means a municipality’s ability to pursue railway relocations for urban development purposes is vir- tually eliminated. “Tf anything is to be done, then municipalities must act quickly or we will find that the new lepisla- tion has been adopted without any input from us,"' Toporowski warns.
