Lubbock, an Ottawa resident, is founder of Watercan, a non-profit organization dedicated to pro- viding clean water to some two million people in the Third World who go without. Lubbock wants Canadian municipalities to help by including with the water bill a pamphlet on Watercan and a request for a donation to the organization. Ald. Bill Rodgers expressed concern that using council mailings to distribute material not directly connected with administration of the district was a misuse of the mailing list. “It is an intrusion into the privacy of our citizens,”’ he said. Ald. Mary Segal pointed out that council has in the past com- mitted to a variety of world issues such as the recent Mayor’s Famine Relief Committee and found the request ‘“‘entirely appropriate’ and proposed that council refer the matter of the cost of the leaflets to the Advisory Committee on Community Services. Rodgers and Segal raised the question of establishing a prece- dent with the Watercan proposal. Council voted to ask its staff to present for council’s consideration guidelines for what kind of mate- rial should or might be included in district mailings.
