The 1[00-foot-long (30 m) and 30-foot-high (9.1. m) wall was built in Caulfeild without a permit or any other municipal approval. Developers of the 30-lot West Vista Estates, will compensate the community by allowing a public ’ right-of-way over the greenbelt. A trail will be constructed at the de- velopers’ expense, West Vancouver District Coun- cil agreed July 19 with a planning staff recommendation that the de- veloper must landscape the two- tiered wall and provide additional greenbelt to make up for the land it has encroached upon, The wall, which West Vista de- veloper Garth Braun said resulted from efforts to save trees and minimize blasting in the greenbelt, was met with outrage by local residents and CRA members. At the council meeting, Caulfeild resident. Ron Wilson asked whether allowing the wall to remain wasn't ‘‘acceptance of the breach’’ of the bylaw and the 14- year-old Caulfeild Land Use Contract (CLUC) which prohibits the building of structures on the greenbelt. “That would depend on whether there are options that are WEST VANCOUVER DISTRICT COUNCIL by Maureen Curtis more attractive (to destroying the wall),’? said West . Vancouver Mayor Mark Sager. The compromise option pro- vides for a trail of about 500 feet (is0 m), connecting with. the Montebre subdivision to the north and a future subdivision on Mar- tin Corp. land to the south. CRA members said the devel- oper should provide further com- pensation for the wall by dedicating all of the greenbelt to the municipality and forfeiting any performance bonds held by the municipality.
