WHEN THE Upper Levels Highwsy interchange at
Westview Drive is completed later th.» decade, the highway
will be the only free-flow traffic artery crossing the North
Shore, which will increase its popularity as a commuter
route. At the same time, the Greater Vancouver Regional
District (GVRD) is trying to lure commuters out of their
private vehicles and convince them to use transit, carpools,
bicycles and other alternative forms of transportation. The

regional government is promoting the change in an effort to
deal with urban sprawl, traffic congestion and pollution.
Environmentalist Paul Hundal argues that the Westview
interchange project and the Upper Levels Highway should
include dicycle lanes. He says the Westview Interchange is a
vital link for cyclists who are travelling to Queens, the
Upper Lonsdale and Lynn Valley. But bicycle lanes would
be expensive and likely add to Westview’s $33-million tab.

Should the Upper Levels Highway be outfitted with bicycle lanes?
