The planning program is designed to ensure that the redevelopment meets the port cor- poration’s needs for additional cruise ship and tourism-related facilities, that it integrates well with the neighboring community and that it conforms to the city’s planning principles for major waterfront projects. The property is one of the Jargest undeveloped sites on the Vancouver waterfront and = cur- rently houses several transporta- tion functions including the SeaBus, the Royal Sealink fast ferry and the harbor heliport ter- minal. Norman Stark, VPC president, said the Crown corporation plans to enter into a lease arrangement requiring an experienced and qualified developer to build and lease back the facilities that the port needs. Those facilities include a new cruise ship terminal and additional convention facilities. Stark said the lease agreement will also allow the developer to build and market. whatever additional development may be permitted on the balance of the site. Stark added that the VPC will remain responsible for managing the planning program in conjunc- tion with the City of Vancouver. This, he said, wil include the public infrastructure and amenities to be developed on the site ac- cording to the joint port and city plan.
