Coalition of the Disabled has caused some members of North Vancouver City Council to become concerned with the provincial government’s proposed human rights legislation. Ald. John Braithwaite. He pro- posed that Council support the Coalition’s request to read their analysis of the legislation and then taken whatever action deemed necessary. , The Coalition’s analysis is based on six points against the proposed amendments. First, a person suffering from discrimination must prove intent to discriminate and they say this will be very difficult to prove. Secondly, Bill 11 makes no educational provision to pre- vent discrimination before it occurs, the Coalition says. Thirdly, there are no ex- plicit provisions for staff to investigate and administrate complaints. Staff from other ministries are supposed to perform this function.
