Funeral set
for WV girl

A funeral will be held
tomorrow for a 17-year-old
West Van girl who died in a
single-car crash Sept. 11.

Kerry Caitlin Ferris was
one of six passengers in a
car that flipped down an
embankment on a S-shaped
curve in the 2400-block of
Queens Avenue. West Van
Police Staff Sgt. Bacry
Nickerson said the accident
investigation is ongoing.
Police initially said speeding
contributed to the crash.

Citizens urged
to deliberate
downloading

about North Vancouver
District municipal
taxes?

Can’t take it any more?

District council and Rogers
Community Television are
hoping you will participate in
a special “hotline” show
‘Thursday, Sept. 18.

The district’s budget has
been more affected by provin-
cial downloading of programs
and costs than any other
Lower Mainland municipality.

Council is looking — te

to get that message out to the
voters.

“Council and staff were
able to avert a likely tax
increase of over 4% in 1997
through increased efficiencies
and severe budget revisions,”
said Mayor Don Bell.

“Over $1.6 million of tra-
ditional provincial govern-
ment program funding was
cut or transferred to local gov-
emment.

“The potential tax impact
for 1998 could be even greater
if additional costs are again
shifted to local government,”
said Bell.

“Ir is important that the
public understand the magni-
tude of this downloading and
support council] in opposing
any further cost-shifting by
the provincial government,”
he concluded.

The televised program has
been arranged in response to
Coun. Ernie Crist’s original
proposal for a public meeting
at Centennial Theatre.

Crist suggested in
December of last year chat
provincial downloading, be the
subject of a public debare
chaired by the North Shure
News.

Crist envisaged all three
North Shore mayors debating
the topic with representatives
from the NDP provincial gov-
ernment and provincial
Liberal leader = Gordon
Campbell.

Crisc argued Tucsday that
Campbell’s proposal to replace
the Municipal Act with a
Municipal Charter “would be
a giant step forward and
expose the frasco that is the
Municipal Act that is 130
years out of date.”

enue,” said Crist.

The Municipal Act cur-
rently limits revenue epportu-
nities for local governments to
levying property taxes and cost
charging for services.

Crist is aware that Rogers
does not hold out much hope
for public participation in hot-
line shows in general.

But he argues that it is
council's responsibility to do a
better job of convincing the
voters that it is in their own
best interest to participate in
municipal affairs in their own
community.

in and discuss downloading
and the municipal budget wit
council starting at 7 p.m.
