: Dear Editor: ‘ The guest editorial in the Sept. 24 North Shore News by Walter Block of the Fraser Institute provided a wonderful example of how free enterprise does not work and why it has been in full retreat world-wide for the past 300 years. When charity funded through private largess was the norm, the mentally handicapped wandered the streets or lived out their lives in bleak warehouses, the : rate of university attendance was under 10 per cent ! and literacy was less than 50 per cent. The sewage of all cities was poured untreated into the water supply, unemployment meant starvation, public libraries were rare and had few books, and on and on.
