He, as all of us nervous Canadians found out Jast week when he delivered his anaual report to Parliament, is the Privacy Commissioner of Canada. The contents of the report exploded like a firecracker among sleeping pigeons when Phillips revealed that Human Resources Development Canada has quietly assembled “an extraordinary detailed” and “relatively invisible” database on a total of 33 million Canadians (living, and deceased). Earlier privacy commissioners had assured us ali that there was no single federal file or profile about us so when Phillips also told us that the information had already been shared with companies and researchers without our knowledge or consent, the airwaves filled with the clamour of outrage. Is Human Resources bound by the same strict privacy strictures as Stats Canada? Apparently not, although Jane Stewart’s department says all sold information was masked. Are you reassured?
