Earlier proposals by Whil- fin for a fish farm in the Pasco Road district were also shot down due to conflict with the area’s residents. Steve Nicholls, West Van's planning director, said the Sunset proposal, although less disruptive than the previous plans, still has some problems. “Remaining concerns in- volved the effects on the operation of severe winter storms and the various issues respecting the fish farm itself which the various federal and provincial approving authorities may raise. “In addition, the farm would require a water lot Jease and rezoning,’’ said Nicholls, He suggested that before council approves such a plan as Whiffin’s, long-term plans for the marina should be drafted.
