Marcino said he would give $100 himself if the other council members refused to chip in. Other council members, most notably Alderman Stella Jo Dean, were an- noyed with Marcino for the $17 suggestion. Dean said She didn’t like Marcino “pulling a heavy on us,” and said she always does her own charity - giving quietly, and to local causes. Marcino said that council members could afford the $17 because one-third of their council stipend is tax- free. He was the only council member to vote against con- tributing $100 out of the City treasury to the arts centre fund, which was started by the Globe and Mail newspaper.
