Crise’s motion, which coun- cil will debate Monday, asks staff to report on a prohibition or restriction on the film indus- try “from using district owned lands or facilities for the pro- duction of films depicting vio- lence as a form of entertain- ment.” The move comes in response to a single letter of complaint questioning whether district facilities are an appro- priate location for such location shoots as the television series Millennium. Crowe said any facility has a right to come up with guide- lines saying, what can be filmed in that location but worried that the district would consider placing too much off-limits. “Locations are a resource to be protected. The question is what do you define as facilities. if you move into parks and - public areas we might have some problems,” said Crowe. He told Coun. Trevor Carolan that, while complaints about the content of location shooting have occurred across North America, he could not recall a single instance of a municipal council becoming involved. Finn (the J.P. stands for Joseph Patrick) is the pro- ducer of the locally filmed and wildly successful TV series. He is also a district homeowner. On both accounts he is not thrilled at the prospect of the municipality getting involved in censorship issues as a means of deter- mining access to civic loca- tions. “Perhaps Mr. Crist’s motion is roo narrow,” suggests Finn, with only a touch of Irish blarney. “He has chosen films, or films on television, but why is he being so narrow. “He’s talking about depiction of violence in entertainment, should he 45 in Mosid not include reading, books, literature? Should we look into she libraries? “Is he talking about theatre? But Finn argues that the final arbitrator on what you watch or not on TV is the on/off switch. “Frankly, what you turn off determines what broadcasters will broadcast next,” says Finn. He has three children himself. He doesn’t let them watch The X-Files. He doesn’t think it’s a suitable show for young children.
