Caul fe: id Park plan tabled for a month Task force conditions questioned WEST VANCOUVER Dis- trict Council has tabled the revised Caulfeild Park Management Plan for a month to allow the Caulfeild Park Task Force and municipal parks staff time to resolve dif- ferences. WEST VANCOUVER DISTRICT COUNCIL By Maureen Curtis The task force was formed in 1990 after municipally approved tree cutting in Lower Caulfeild’s Caulfeild Park resulted in local outrage. At Monday's meeting of coun- cil, the task force backed its 1995 review of the management plan it produced for the municipality in 1990, The review essentially reaffirms the principles of the original plan and expresses dissatisfaction with the extent to which the municipali- ty has carried out the planned work and maintenance of the park. Task force chair Lilian Thiersh and other focal residents asked council to support the plan in full. “The plan is already a master- piece of generous and neighborly compromise,” said __ resident Stephen Aberle. Parks and recreation director Kevin Pike argued that his depart- ment supports the plan with three reservations. As Stipulated in park manager Erik Lees’ report, council should delete task force recommendations to: remove species; construct a new path; @ expend: non-budgeted funds on park maintenance. Lees argued that the park is no longer a natural landscape and that the eradication of non-native . Species would be impractical. According to Lees, $30,000 has been spent on the park in the past five years. A further $20,000 plus $7,000 per year would be needed to sus- tain the level of maintenance described in the plan, he estimated. “Staff recommend the revised management plain be implemented within established budgets,” said Lees. Staff also do not support use of the 1980 state of tree growth as a benchmark for future levels of greenery in the park. Thiersh described the deleted items as “absolutely essential” to the success of the plan and called for improvements to signage. “It would cut the heart and guts out of the park’s management plan,” agreed Abcrle. Task foree members support the municipal arborist in using her judgment to consider tree cutting evaluations.
