VERE D BAA PENS WAIN PAT RRA ENON tt ETN Dear Editor: Your editorial on “Municipal Harmony” and reunification sug- gested that North Vancouver City “broke away from the district in 1907.” Most of the land which compris- es the North Vancouver City was acquired on Jan. 18, 1892, by the .Nerth Vancouver Land — and Improvement Company. From the outset this property was referred to as “the Townsite:” it was always the intention of the company to ccatrol and develop it, and various plans were filed in the . Land Registry Office . during: the 1890s and afterwards, toward that end. The formal separation of the city from the municipality derived from the fact that (in conformity with reg- ulations of that time) ‘city status _ could command a larger borrowing power on the municipal bend mar- ket. The decision was made by ratepayers, which is to say, actual owners. as distinct from residents, and the ownership of the property was very largely in the hands of non-residents. mostly people living in Vancouver or other places. Little thought appears to have been given by them to the adminis- tration of the “district” after the city had been removed, largely perhups because almost all development was concentrated within the “townsite.” Your readers might care to con- template the duties and responsibil- ities of municipal councils in 1907, which have been displaced and removed from their control in 1995, some of which are:listed below. ' Over the intervening decades, the opportunity of: ratepayers to “determine the approva! or rejection of capital expenditure has been taken away by regional and provin- ‘cial administrative bodies. Water, sewers, and hospitals are now handied by regional district staffs, Schools are controlled by the Department of Education (as our elected school trustees will tell you). There wis much whining about _ lost property value if the connector ies eroded " Highways are controlled by the Department of Highways, Tax Assessment is staffed and controlled by the Provincial Assessment Authority. Social Services is a branch of the provin- cial, government; public health, ditto, Policing is staffed by contract and administered through the provincial government. All of these divisions of service were administered aid controlled by municipal councils by means of money bylaws, voted on by the property owners in 1907. Property owners taday might also wonder, when perhaps 90% of those early duties and decisions have been taken away from munici- pal councils and staffs, why such a large number of provincial, regional and municipal employees, as well as aldermen, is new required, and what benefil the owners and their proper- ty derive from the charges imposed upon them, AL. The connector should be built. It will benefit the majority, The self- ishness of those who oppose the connector that live in the immediate area is shameless. Who's ot listening, Mr. Ford?
