NORTH VANCOUVER CITY COUNCIL By Robert Galster During Monday's meeting, ‘councillors overwhelmingly endorsed a bylaw banning graffiti within the city by a 6-1 margin. The bylaw targets owners: of property defaced by graffiti. “I have to thank our staff for bringing a bylaw (before council) that is even better than the one in the City of Vancouver,” said a beaming Coun Stella Jo. Dean whose March 27 motion preceded the bylaw. At that time, councillors amend- - ed her motion and called for a staff ‘report on the issue. The report, included as background with the proposed’ bylaw, states hat although graffiti-is.not a significant problem presently, “there is a valid concern that if left unchecked this problem could escalate into a seri- ous community eyesore.” - It also points out that a fine of between $509 and. $2,000 for non- compliant property owners should only be used as a last resort. “It is necessary to have the bylaw in place to ensure that action can be taken in those situations where more cooperative approach- es fail.” Coun.
