RESIDENTS WORRY Water concerns spark protests WATER RUNOFF concerns prompted Coleman Street residents to appear before - council. A handful of residents arpeared before North Van- couver District Council Monday to protest plans to rezone two lots for development in the 1,200 block. After hearing two formal submissions and several in- formal addresses, council adjourned the hearing to August 12 to allow time for receipt of a report of drainage problems in the area. , A report from Patricia Johnson said residents are most concerned’ with drainage and runoff pro- blems. “The details of the servic- ing of the development, par- ticularly as they pertain to drainage, are of great con- cern to us since very severe and constant water problems have been experienced in the area for years, have been worsening with gradual development of the moun- tainside, and have been con- sistently dealt’ with - by the District, not in the planning Stage but after the fact,” Johnson said. Johnson detailed the’ ef- fects of mud slide, inade- quate drainage when cluster housing was constructed and inadequate drainage after land was cleared. © Johnson asked for a geo- technical survey to be under- taken. Our confidence that our concerns will be satisfied by staff after ap- proval of this zoning change without specific conditional requirements is not great. The developers will naturally wish to develop as inexpen- sively as possible and we fear that staff, despite good in- tentions, believes and will decide that simple storm drains will suffice,’ Johnson said. Another resident, J.D.C. Rouse, told council rezoning would have a big impact on existing residences if proper safeguards were not put into place. Rouse listed four specific concerns: increased water runoff, both surface and undergrounds, and its-effect on existing residences; con- tinuing problems from water Saturation of soil and overflowing drainage systems; . increased surface and underground water runoff following removal of trees as well as greater soil instability; and proposed storm sewage and diver- sionary ditching plans.
