WAKING UP at three in the morning to the grating strains of a nearby train whistle is no fun. ¥ Especially when the whistle toots continue on and off for up to an hour-and-a-half. Ask Tom Graves of 930 East Fourth Street in North Vancouver. Graves says he’s a “fairly heavy sleeper.”’ But when the CNR decided six sleep became just a memory for Graves and = near-by © residents. “*P’ve been living there for eight years. The RT (Railway Transport Commis- sion) decided all of a sudden to enforce this rule that they weren’t enforcing before,’’ said Graves. “From 11 to one o’clock it’ be bad.
