With the flood no longer posing a threat as it surged downstream, authorities io Peking were trying to decide if new purchases of foreign grain were needed and whether to request rehef international nizations. Officials in Chengdu, capital of worst-hit Sichuan province, said international organizations had expressed willingness to help but spokesmen for the relief groups said no food, shelter or medicine was moving to the disaster area yet. “There is no international central government doesn't have a clear picture of the needs, so they don't know whether they require ex- ternal assistance,” a U.N. spokesman said. “It is a little bit too early for an offer to be made until the real picture ts in hand,” he said. “lt is a decision they (the Chinese) haven't made yet.” Accounts of casualties and damage were still filtering in to Peking. The Sichuan “provincial government, which on Saturday announced that 3,000 people perished in the flood — at least as high as the record 1905 flood — said Tuesday the body count was actually about | ,000. “Some people - were washed downstream and we thought these people died but local people and: army units scnbers has increased since 1977 by 25% to 100,000.
