8 = Friday, May 12, 1989 - North Shore News PROPERTY ASSESSMENTS | ‘NORTH VANCOUVER District -Council wants to control wildly fluctuating 1989 property assess- ments but says the capping option proposed by the provincial gov- ernment isn’t the way. By ELIZABETH COLLINGS - Contributing Writer . Council unanimously voted against implementing the capping option Monday night. If adopted, the 15 per cent capp- ing formula would have given the 1,200 capped properties in the district a total tax reduction of $64,000 to be offset by a 0.37 per cent increase to the 22,000 uncap- ped properties. “*I_ was looking for some kind of fix but capping isn’t fair and equitable,’”? said Ald. Joan Gadsby. . Ald. Bill Rodgers said his op- position to the capping concept stems from his concern about the fairness of the assessment process and the consistency of applying the’ capping procedure. Rodgers added that the fluctuations in land value were new and may not be a conti- nuing trend. Ald. Murray Dykeman said that although council had asked the provincial government last October to provide the municipality with a tool to limit escalating property taxes, the proposed legislation, while giving relief to some proper- ty owners, created disparities elsewhere. : The average residential lands assessment increase in the district for 1989 is 34 per cent. Using the proposed 15 per cent cap, proper- ties with increases over 49 per cent would be capped — 1,164 district properties. Capping would provide a total tax reduction of $64,000 for these Properties. But the 22,000 proper- ties not capped would pay an average $3 tax increase to cover the WV firefighters save fish WEST VANCOUVER Fire Department firefighters were called in to mop up the sick handiwork of a would-be fish killer May 2 at a Bellevue Avenue apartment building. Five crew members of the No. 1 fire hall “‘A’’ shift saved a pool full of about 20 fish, including valuable carp and goldfish, after.a vandal poured oil into a pool located in the lobby. Said Sheila Jeffries, who manages Village Towers along with her husband Arthur: ‘‘My husband noticed a strong smell of kerosene and saw a film of oil floating on top of the water. Somebody had just put it in and it appeared to be an act of vandalism.” The fire department was called and two trucks arrived on scene. “They brought some material along and used it to absorb the oil. The fact that they were so en- thusiastic and involved in saving the fish was just great. We're very happy that the fish survived. One of the carps is one-foot long and some are about 20 years old,'’ Jef- fries said. A fire department spokesperson said the crew used a substance called Oclansorb to soak up the oil, The material was then sucked from the pool with a water vacuum.
