NEW ZONING rules in North Vancouver’s posh Tempe ‘Heights area mean the latest home in the development will be “‘small’’ and ‘‘cheap,”’ city council heard Monday. By STEPHEN BARRINGTON News Reporter : Builder Ed Sherbina told council ‘the recently approved area zoning change made it impossible for him to build a home compatible with the existing houses. “I’m going to have to build a very small, very cheap home in the middle of this area,’’ Sherbina said. ‘J can put up a house that is just bare bones.” During the third marketing stage of Tempe Heights, the sale for the majority of the lots closed in ‘June - 1986. City “staff “said -the site owners must apply for a building permit and have the foundations on the lot within six months of the lot purchase date. The house had to be completed within 18 months. City land agent Derwyn Owen said Sherbina could have built under the previous regulations had he applied to the city before the six month period was over. But the previous property owners could not ‘“‘read or write English’? and were unaware of the requirement, said Sherbina, who says he -purchased the property Jan. 30. Sherbina said the present zoning rules mean he. cannot have a basement in the house, making it necessary for him to put utilities on the ground floor. The builder made it clear he was not asking council to allow a larger house. “1 just. want to make it com- patible (with neighboring houses),’’ he said. Council referred the matter to staff to see if a compromise could be reached. Ald. Ralph Hall praised the move and said: ‘‘We wanted Tempe Heights to be a quality development — we don’t want some kind of aberration up there.” “Staff is quite prepared to meet with Mr. Sherbina and discuss ‘Tegulations,”” said Fred Smith, director of the city’s development and licensing departmeiite:s, se» motivated, talented students. 391 N.
