public that the signs are il-
legal on city-owned property
such as telephone poles or at
intersections: The action
arose out of a complaint

and frightening the way
some bikes are ridden in
West Vancouver.”

The city’s bylaw enforce-
ment officer said in a report
to council that the city
should not actively enforce
the bylaw because of the
amount of time it would take
to prowl around the City on
weekends, looking for signs.
That time could better be

spent on traffic bylaw en-
forcement, the bylaw en-
forcement supervisor said.
“Signs are usually small,
appear Saturday morning,
and are gone by late after-
noon,” she said in the report.

Blackburn had pointed out
that there had been one

bicycling fatality in the,
municipality in the past year |

and over 100 nationwide.
Blackburn endorsed a call
by the Community Services
Advisory Commission for
council to research the need

Mayor Humphreys, in
concluding discussion, said
he hoped that the committee
studying the matter, would
look into the feasibility of
cycles having reflectors or
even the riders needing
licences.
