Finder not keeper ncouver in North V Robert Gaister News Reporter robert@nsnews.com IN his 52 years of life in North Vancouver, Tom Haggarty has not seen anything like it — the munici- pality discouraging its citizens from honesty. On the order of his doctor, Haggarty, 30, takes regular walks around North Vancouver District. Every once in a while, he stumbles across something people have lost or thrown out — sometimes it’s not casy to tell which. But sometimes it is. On a recent outing, he stumbled across a collection of foreign coins — 273 of them in fact. He did what he thought was the right thing. He called the police who came and collected his booty. Later, Haggarty enquired abour the coins, but was less than pleased with what he heard. It’s not that someone had come and chimed them. That would not be a bad thing. He was told he would not get the coins back even if no one claimed them. “It’s not encouraging people to be hon- est,” surmised Haggarty. North Vancouver RCMP spokesman Const. Tom Seaman said the department fol- lows the wishes of a municipality when deal- ing with found property, -And in North Vancouver District the pol- icy is to have unclaimed goods revert back to the municipality. District purchasing manager Mike Chapman said the municipality is following a section of the Municipal Act which stipulates that any irems turned in should be auctioned off by the municipality. However the act does allow for discretion. West Vancouver, Burnaby and Vancouver city all rake advantage of the discretionary power given them by the act and follow poli- cies of returning unclaimed items to their finders. North Vancouver City follows a policy mirroring the district. The motivation for the policy is to dis- courage unscrupulous individuals from steal- ing and then turning items in, North Vancouver District Mavor Don Bell said the issue has recently been on his mind and fooks forward to taking a closer look at it. “My off the cutf choughtr on it is if some- one finds something, depending on what items they are and if they're not claimed, they should be returned (to the finder),” said Bell.
